Its a 'simple' way of avoiding characters with wired 2 going 3 times
as fast as those without. Reflex enhancements increase reaction times
mostly, more running speed requires more power not better reflexes
mostly (though everything helps). The result is not very good but the
only other solutions are crazy (riddiculous running speeds, even with
this rule i have a PC in my game that can run the 100m in about 3.3
seconds or so!) or require you to add up the rule given and divide
the total distance by your actions (so splitting your movement up
evenly once more). In practice few characters spend much time running
flat out in rounds in which they attack anything (well for more than
one action) so it usually doesn't matter.
