Point of clarification, please: what about targets
who are under the effects of invisibility, using
stealth, a spirit's concealment power etc? The
casting mage COULD see them if he rolls high
enough on his perception roll, but what if he
doesn't even bother to look? In other words,
does the mage have to "see" them, or "notice"
them?
