Because cover modifiers apply to spells as much as they do to ranged
combat. From that, a spell doesn't just "flow" around something/-one that
provides cover unless the caster does a good job (i.e. rolls successes
against the higher TN). That way, you should be able to jump in front of a
spell and thereby prevent it from reaching the intended target, if, as you
point out, you have the time to do so.
