Precisely. Do that once, and most players learn that somethings
aren't worth it. Particulary when a favorite PC has to be retired
until you can break him out of jail. (Also good for later subplots).
Persuade the players your right. After all being GM is about creative
torture. :) Or the constant reminder "Reality Bites" or "Mr Murphy
is not your friend" :)
