We do it this way:
Intelligence is an attibute.
Perception is a (general) skill.
Perception is gained at a level equal to intelligence (unaffected by cyber
and magic) when the character is created.
After character creation, the two are raised individually.
Cyber and magic that affect intelligence do not affect Perception. You
might get lower Perception TNs for eye/ear-enhancements, though, plus
research "eagle eye"/"keen hearing"-type-spells that have similar
effects.
This way even a dumb troll can be perceptive with enough experience, plus,
perceptive ability has no racial maximum, although it will be expensive.
We have never used concentrations, but I guess "Sight", "Hearing" and
others might be used?
