I'd suppose so. Use the normal Willpower Test in the spell's description.

IMHO, a sorcerer doesn't need to see to cast spells on himself.

Technically, under the current rules, this does not apply. Spell defense and
shielding provide extra dice for the target's RESISTANCE TEST. If the target
chooses not to resist, there is no Resistance Test and those dice are not
used. I would imagine the TN increase for shielding would still apply.
