Cheating my players? Interesting. How does making the game a bit more
challenging and exciting "cheat" my players?

Hehehe.. if you say so. But then I don't have any "rules" for
shadowrun. I've bought almost every supplement they ever released, and
there is not a single rule in any of the books I own. I have a lot of
guidelines.. pages and pages of guidelines. But no rules. It is a good
GM that is willing to take these guidelines and apply them to his style
of game mastering, and his players style of play.
If you prefer what we used to refer to as the Monty Haul style ("Lets
make a deal!") of game mastering by all means, enjoy. My players
wouldn't be too happy about running characters that were nearly
invincible and had seen & done everything.
