Actually, it takes a Magician to do the bonding of a particular foci, at the
very least an astrally capable individual (ie, PADs and Weapon Foci). So it
wasn't nearly so unreachable as you would hope. And whomever does the
bonding, is the one who does the bonding. Mixed Bondings are not a good thing
(mixes up the Ritual Link aspect for one when you think about it).
