I can do one better. I can prove you can't.
Earthdawn is specifically stated to have more advanced magic - magic that
the SR world cannot match. So you cannot make EarthDawn magic items in
ShadowRun(tm). (Arguments about knowledge aside, which is validated by the
IE's, the mana level is still far less.).
On the other hand, generally, the SR system is very flexible and powerful.
One of the things it's not so good at is '3 times a day' items. You're limited
mainly by the GM's patience and flexibility... and your characters' resources.
