I believe that spell locks and foci need to be in contact with the person.
This doesn't automatically mean they are worn though. Being in contact
with is sufficiently vague to allow a focus to be in a pocket or something,
much as a fetish can be.
But a lock can't function sitting all by it's lonesome. If you want this
sort of affect, you go with an anchoring.
As an aside, don't forget that little metamagical ability from Awakenings
that allows a magician to turn off a spell lock from a distance. Now that
little talent had the ability to, at the minimum, torque off lock-dependent
mages. And you don't normally want to torque off someone that can throw
fireballs.
