Hate to say it, but most welding equipment is a) heavy and b) expensive
(meaning it's probably owned by the company and locked up at night).
Since he worked for S-K, it's likely that upon his release or firing,
they took away what you see working as his advantages.

Then again, it might make a nice one-shot contact for an adventure.
Cracking bank vaults I can see; demolitions is another field of work
altogether. Knowledge about a particular construction site (perhaps a
facility he worked on previously?) can prove invaluable as well.

The others were .. less interesting to me. Hey.
