Welding equipment (especially for cutting only) is NOT that expensive,
but I doubt portable versions would be laser based. The equiment needed
to cut 2 foot thick plate roughly comes to a few grand. I'm talking
about "burning bars", some tanks, and maybe some regulators and general
welding torches and, of course, safety equipment. This kinda stuff can
and does disapeer from construction sites, and many vaults HAVE been
broken using such equipment.

I made a character like this, a "demolitions expert"- not demolitions,
as in blowing things up, but demolitions as in wrecking buildidings
(relatively) safely. He was also a "search and rescue" expert for
undersea wrecks, earthquakes... This was before R2 came out with drones
for the same jobs.
Anyhow, the guy was hideously strong, carried a Dikoted ax, and had a
special skill in "Building B/R / getting through walls". Sounds rather
similar.
