Yes, it's something that struck me as odd as well, but carefully reading
the bit about spells and astral space, just before the spell list in SRII,
make this the only solution I could find.
It could be explained by a physical spell always going into the physical
plane and hitting the first thing it "collides" with. The focus serves
only as a gateway into the plane (a gateway that's destroyed by the spell,
granted).
