Technically, yes, but that is ultimately up to the GM in question.

I still think yes, and perhaps (ah hell, automatically) would aquire at the
very least "Bad Karma" and/or "Dark Secret" until the game situation
would
deem appropriate. Also, perhaps another variation of "Sacrifice" would have
to be developed. Perhaps once ever certain astronomically influenced cycle,
said individual would have to "sacrifice" a certain amount of karma.
The "Forces that Be" might consider the individual as needing to perform a
specific set of trials (for some reason, the "Trials of Hercules" come to
mind) before letting said individual be "free" of the Blood Magic taint.
Suddenly it sounds like a "Toxic Shaman" of sorts, just in reverse. In this
case, said individual is trying to bring about a collection of strange, not
necessarily connected, events in order to "rebalance" things a bit more. For
every success that he manages, instead of a "Threat Rating Point", he has
aquired a given measure of balance.
Yep, lots of potential.
