I've always interpreted the rules on page 74 of SRII (which are vague, but=
what else is new?) to mean you _have_ to take a specialization -- that is,=
you must choose a language to learn instead of a language family.
That means you can learn English as a language, and then speak Afrikaans,
Danish, Dutch, German, and so on at 4 dice less than your English rating,
unless you also take a specialization in one or more of those individual
languages.
This isn't perfect, because it fails to take into account that IRL, for
example, a Dutch speaker will understand a German speaker much more easily=
than he or she will understand someone speaking Danish (trust me on this
one :) However it's workable for the purposes of an RPG, I feel.
