IIRC, it did compensate somewhat, but there were other considerations (i.e.
the Armor Control Rig was onnly avaiable at Level 3, the Acer had to chose
which level he wanted to run it at, and suffered some sort of a penalty,
severity depending on level running).
If anyone would like a copy, please e-mail me privately concerning Acer Stats
(I get a lot of mail and delte a lot of it). I'll type it up as soon as I find
