We don't play with the focus addiction rules because they are badly
written (IMHO). A mage who manages to get two decent weapon foci may
lose Magic Rating for activating both of them. If he does it twice,
he gets a Focus Geas, so he has to activate one of the weapon foci to
cast spells, enchant, or conjure.

If you want to limit focus abuse, make up your own rules from scratch.
I think we currently limit active foci rating by MR (so we avoid
focus addiction). You might make people roll MR againt a TN of
6-MR+(total focus rating) to activate a focus.
