I honestly don't see that being a problem for most vehicles. Parts are
usually reasonably easy to come by. Except for the REALLY old classic cars
and the brand new ones.

(Appropriate vehicle skill) B/R, obviously... Base target number of 4,
probably. Divide the base time taken by the number of successes for the
actual time. What the base time actually is could vary quite a lot
depending on the GM and just how much it's broken down. Packed for storage
is one thing... Stripped to the chassis is different.
