This is a good idea. Simple but effective. I would consider giving
the higher skilled fighter only one point of extra strength for every
two points of skill. But I also use the rule that the better fighter
can negate one penalty (or bonus point for the enemy) for every two
points he's better than the enemy.

I understand you perfectly (but maybe that's because I'm a quarter
German :). I really like this one and am already scribbling it in the
margins of my SR3 book (don't worry it's a pencil :).

But how do you handle multiple rounds of aiming? I kind of liked the
standing rules that the longer you aim the better your shot will be
(and the more chance someone has for spotting you).
I snipped no. 4 as I hardly use special moves (don't know why, it
just never happens
