In astral combat it does. If you have a Force 3 weapon focus and Charisma
4, you do (3+4)M = 7M damage in astral combat (see SR3 p. 174).

However, SR3 page 191 can be a bit unclear, I'll grant you that. What
happens is that on the physical plane, you use your Strength to determine
the Power Level, while in astral space you use Charisma (which equates to
Strength while you're astrally active). A problem is that page 191 doesn't
mention at all whether or not the focus' Force is added to the Power Level
or not.

As for a monowhip, first of all I'd say finding a monowhip weapon focus is
rather difficult (because enchanting it would be quite hard, and because
they're not exactly thick on the ground in the first place) and second, it
would cause 10S damage regardless of your Charisma.

I don't think there is such a thing; the existing spirit types are
detailed in the back of SR3 (or SRII, if you own that) and "light spirits"
are not among those. However, if your GM wants to introduce light
elementals or something similar into the game, IMHO they'd be summoned in
the exact same way other spirits are: using the rules for either nature
spirits or elementals, depending on what you want it to be.

Blue Thunder should be doable in SR; Airwolf is a LOT less believable and
will be a hell of a lot harder to construct with Rigger 2. I don't have
any stats for them, and I'm not sure I want them either :)
