Sounds like an aspected mage to me. For the most part, the manipulation of
magic IS psionic, in the Shadowrun rules, at least the way I see it. Ergo,
depending on your interpretation of Psi, I would tend to say the closest match
would be an aspected mage who's focus is only "mind over matter" spells. Mind
probe, Mind Control, etc. Perhaps Telekenisis and levitation, but I would
draw the line right about there.
