For a SWAT team like the Ral Partha set you're obviously referring to
(based on an illustration in TT), your best bet is to go for a completely
black outfit -- counter-terrorism (CT) teams over the past 20 years have
worn hardly anything else due to the intimidation factor a completely
black outfit provides.
The only trouble is that a figure painted flat black all-over looks bad,
so you'll need to highlight it with dark gray.
