Think about it, Tim.

That 'part time hack' of yours is spending ALL his time learning spells.
On the other hand your 'fully devoted mage or shaman' is ALSO learning
to summon spirits/elementals and to jaunt through astral space.

Look at it this way - an aspected magicker is a specialist. A full
magicker is a jack of all trades. The specialist is ALWAYS going to be
better than the jack of all trades in his speciality - merely because he
can devote more time to the specialty.

Personally, I don't like the rule, because an aspected magicker can then
get a resources of A and have a million to spend on buying extra force
points and foci and what-have-you - but conceptually, it fits.
