You don't really need camouflage in a counter-terrorism, hostage-rescue
situation, you want the bad guys to be afraid of you so they don't shoot
you before you can stop them from being a threat. Smoke, flash-bang
grenades, troopers in dark (black, green, blue, whatever) coveralls
wearing gas masks, and similar things all work to accomplish this.
