The coat in this case is either (depending on weather) a mens dress raincoat
or dress overcoat both of which are long. Hence the application of the long
coat modifier.
How ever selecting the proper coat and or tailoring for the weapon being
concealed should give a positive modifier. The same way trying to conceal a
weapon while wearing a tight tank top should have a negative modifier.
