The vampires and other HMMVV "beings" listed in all the critter
sections are NPC's. For some reason, FASA gave stats for some, and
described others in terms of modified character attributes, but in fact,
they all have the range of attributes and abilities that normal NPC's do.
Examples of Vampire NPCs can be found in "Prime Runners" and one if
not more adventures. To create your own, just apply the various vampiric
powers to a character- I don't think there are any stat adjustments that
are not described as powers.
