I've always assumed the maximum rating chip a set of skillwires can handle
is equal to the level of the wires. So, level 3 skillwires+ cannot use
rating 4 chips, but can handle two rating 3 chips.

Take a look at TSS-04 (http://shadowrun.html.com/tss IIRC), in which
there's an article of mine that addresses just these questions. My view on
(S)SLD is a bit too long to type in here again, but it is in the article.

No. If you have headware memory you can copy the chip's contents into that
and remove the chip, after which you can still use the skill (as long as
it remains in headware memory, that is), but otherwise the chip must
remain in the softlink. If you remove the chip, you immediately lose
access to it.
