It seems that SR3 makes the acsessing of skillsofts just another "use
cyber" type free action, and ignores load delay. Good riddance, I say.

You are correct- the Skillwires need the code suplied to them by an
outside source (headware memory or a jacked in 'soft), and can not "store"
the Skillsoft. This is true in SR3 as well- the "skillwire memory" is
better considered "skillwire space" and only affects how big a Skillsoft
the Skillwires can process.
[Skillwire "memory" does not in itself cost any essence, so allowing it as
storage for Activesofts would mean those, unlike any other type of data,
could be stored without costing the user essence.]
