first time I asked, so I'll try the question again:
Whenever you read a pocket description of a country, city, or urban area in
Shadowrun sourcebooks, there's a statistic: *Felonious Crime Rate: XX per
1000 per annum*.
Firstly, what sort of crimes does this represent? Obviously, murder,
assault, kidnapping, and armed robbery fall under this category, but for
completeness, what other crimes hit the 'felony' level?
Secondly, what is considered a 'high' rate under this standard? I mean, New
Seattle rates the metroplex as having a rate of 18/1000 per annum, but is
this particularly high for a city of over three million people?
