Theoretically this is indeed possible, but when trying to design one I
bounced on the limits of the powerplant. (IIRC) If you use the heaviest
walker powerplant, this will not generate enough power to handle
everything you described above. Either you install the arms and you
make it a work-robot, either you install the armor and then you just
have a moving wall which can not do much else.
