Or, maybe we found a way to stop the horrors from coming back - by
sacrificing magic and elimating the cycle. If the "waves" of the cycle
were eliminated (perhaps by a large antimagical event that worked
"opposite" the natural spikes cancelling them) the mana level would settle
to a nice even "average" which might be enough magic to prevent the loss
of some of the additional races, but not enough to allow any significant
major magic.

Just an idea.
