There's not much I can add, except:
I misspelled it. It's "Novus Ordo."
They're a small branch or offshoot of the Western Catholic Church.
They may or may not have fallen into disfavor with the Pope.
I attended two of their masses in 1991, with my wacked-out roommate.
They had trinkets for sale off to the side downstairs, including "Traditional
Latin Mass" bumper stickers.
Most of my info on them comes from said roommate, who was a member.
