He could have a Magic Attribute as low as 4 and still achieve the
same effect. He'd roll 6 dice (2 for Sorcery, 4 of his Pool) against a
target number 6, yielding 1 success. His target would roll 6 dice (his
Willpower) against a target number of 6 (the spell's force), also yielding
1 success. A tie goes in favor of the caster, meaning the target takes
the base damage of the spell. Of course in this case, the Drain is
physical.
So even with 2 full Essence points worth of cyber or bioware, the
inexperienced mage can still pull off some pretty potent effects, but
he'll be taking an awful lot more drain than someone with a higher skill.
The point, however, is not the numbers themselves but rather the
fact that it can be done under SR3. But like everything else, it's a
tradeoff.
