Because it does not have a SA fire mode. It is BF only.
| And, unlike Mongoos, I _do_ have my SR2 book handy: it lists the Viper as
| SA/BF.
And the SR2 errata says that is wrong, which is why I am saying that the
Slivergun in SR3 is a cut and paste error. Someone copied the SR2 tables
without checking them for errors.
| I'll check a friend's copy of SR1 tonight, and get back to you on THAT

I'm not sure the Slivergun exists in SR1, but I can't find my copy of the
rulebook at the moment.
