When Tom Dowd was the DLoH, it was canonical even if unofficial. I mean,
being the game's author he knew what he meant better than anyone else.
When Tom left and FASA-Mike took over as DLoH, the non-canonicity of the
DLoH's statements became the norm.

Nope, that was not an 'on the fly' ruling. That ruling came down after
several weeks of discussion and argument. The Viper was probably the
third-most debated topic on the list, after grounding though sustained
spells and whether glass is transparent or opaque on the astral plane, thus
allowing or disallowing spell casting through a window. FYI, as far as I
know the first was never officially resolved and for the second a
retroactive exception for transparent physical objects was made (which
means you can).

And Tom Dowd is really a dragon. I thought everyone knew that.
