Especially if you'd apply the "successes <= Force" rule _before_ the
opponent's resistance test. If done after that test, it might make some
sense for those who want magic to be limited in power, though.

AFAIK spells can still be staged up and down, just like any other weapon.
However, I'd have to check the book on that -- my group uses rules that I
describe as "SR123" so it can get difficult at times to remember what rule
applies to which edition :)
