However, I'd have to check the book on that -- my group uses rules that I
describe as "SR123" so it can get difficult at times to remember what rule
applies to which edition :)

In SR3, combat spells can be staged up, although this is never
explicitly stated. They can not be staged down- if the net successes
favor the target, the spell has NO effect, despite any base damage rating
it might have.
Damaging manipulations are different- they create a ranged physical
attack, which is staged up or down like any other ranged attack.
Both of these procedures also apply in SR2.
