True. With SR1 staging rules, what you want is a weapon with high Staging
if you have a low skill and/or a target with a high Body, while highly-
skilled shooters should try and find a weapon with low Staging. A hold-out
(4L1) can be lethal in the hands of someone with a high skill, simply
because every success stages up the damage by one level. OTOH someone with
a low skill had better go for something like an assault rifle (5M3) with
explosive ammo (making it 5M5).

I think the better armor-piercing capabilities are a somewhat undesired
side-effect, because of the way it provides automatic successes in SR1.
The main intention seems to be that they cause nastier wounds, which will
be more difficult to stage down (resulting in the +1 Staging). Armor
helping out here is more a break in the system than intentional, IMHO.

(BTW, in SR1, you either used one-half Ballistic or double Impact,
whichever was higher, against flechettes.)
