The Guardian came out with FoF (after SSC) and has a limited burst
capability that requires a complex action. (Maybe such a limitation
would make the Viper more palatable?)
The Ruger Thunderbolt was published in the Lone Star book which also
came out after the SSC, it is only capable of burst fire but as simple
actions.
