The response times are given in various tables (New Seattle ough to
have them) and genrally depend on quality of the neighborhood- the closer
to AA, the faster. It ranges from 1 minute to (with a high roll) almost
20, I think.

This won't always be "appropriate" response, either- often, the first
guys on the scene are just two cops in a squad car. The runners should be
able to get away from that, and if they do so quitely, they should be OK.
If the chase constinues for very long, more cars might join in. If
any anti-police violence occusr, a chopper, and maybe a FRT, will aslo
join in.
Its not just a matter of time- its a matter of how high a priority you
make yourself. Sounds like your runners are careful on both counts.

HMMM. Generally, you need to file a flight plan to fly anywhere near
an airport. But low flying small aircraft often only need to file at
their local field, and only file takeoff and landing reports. Nobody
tracks them, as long as they stay in the right airspace. I can't see why
this would change- the FAA might want to track every thing (and be able to
scan a lot of sky), but the increase in airborne drones would tend to
indicate that a lot of low flying (below 1000- 3000 feet) small craft air
traffic is un-monitored.
Can't advise any fixed numbers, but the guidelines for smuggling &
flying across borders in Target: Smuggler's Havens are up to date. In
country sensor grids would likely be weaker; take those to be the best the
area has available, and scale them down to your needs.
