The idea is interesting, but if I tried to add it to my campaign, it would
go something like this:
1) PCs catch wind of a secret prison colony in space.
2) PCs realize how much it would cost to send 100kg of person into orbit and
beyond.
3) PCs would hypothesize all sorts of stuff about what could be going on in
the prison colony to make it a worth the cost of transporting the prisoners
(not to mention gear, water, oxygen, etc.).
4) PCs somehow get to the colony/prison to investigate... or whatever.
5) PCs realize that it's just a prison.
6) Players look disappointedly at me (the GM) like I'm foolish, crazy or
both.
So, I guess I'm saying that unless you can come with a really good reason
why the creators of the prison would possibly pay for it, it seems
unrealistic to me.
