Because even underwater, there IS free oxygen, dissolved into the water.
The problem is (and the reason for the sealing of the military ammunition),
water RUINS some firearms propellants; get the propellant wet, and it will not
work, or will work far WORSE than it's supposed to.
The bullets and casings aren't sealed to let the gun be fired underwater; they
are sealed so that, if they DO get a dunking, they CAN still be fired when the
soldier get's back OUT of hte water. Or at least, when the GUN is out of the
water. :-)
