I'm pretty new at GM'ing too, but I would allow my runners to do so, because
it would be an easy way for them to pick up unregistered weapons, ammo and
armor, and some cash along the way. If they manage to geek someone with a
lot of cyberware, then they could probably work something out with the local
ripperdoc.
Hey, there's a market for second hand cyberware, too!
