If you really want to be picky with the player in question, try this. The
arm reduces the essence of a character by one (1) point normally (discounting
"graded" stuff). And remember, that activating a foci often requires an
action and occasionally some kind of willpower/attribute roll.
Increase the target numbers by one, or even give the activation a "threshold"
of one (meaning the first success doesn't count).
