He's Welsh. More information can be found in the London Sourcebook (which,
of course, is Out-Of-Print, so there!). Unlike Lofwyr, he's a minor player
in several corps, rather than a major player in one, so he could readily
have ties to any corp that you want him to have.

As for being good or evil... I personally feel that human moral concepts can
not be applied to dragons. They wouldn't understand what's involved in many
cases (not lack of intelligence, at all... just a different culture).
However, from a (meta)human point of view, Rhonabwy probably isn't any worse
than any other.

Probably the only dragon seen as being "good" was Dunklezahn, though.

(BTW, Puff isn't good... he kidnaps children. Sure, the kids like him, but
can you imagine the panic that the parents feel?)
