Well, I would say that he'd be able to, but it might require a little more difficulty. Not
really training, but, well, figuring out how the limb works. Then I'd make the weapon
foci he wields exclusive to him because of the arm...and maybe make him pay a little
extra karma.
Still, I like the idea of him telling his contacts that he's "busy trying to bond
with my arm"
or some such crap.
