One way to stop them from doing this is to have them hear sirens in the
distance, approaching rapidly. If they hang around trying to get that
street sam out of his form fitting armor, the sirens get real close and
Lone Star comes to pay them a visit. You could replace Lone Star by the
local gang, by buddies of the recently-dead, or anything else that will
make the PCs run. (If they think they can fight it out with Lone Star,
wish them good luck, and proceed with the firefight :)

OTOH, I don't think there's anything really wrong with taking some stuff
from dead NPCs, but it depends on the situation as well. If they do it to
get some gear they don't have yet (like a character who doesn't own a
shotgun taking one from the scene of a firefight). Characters who loot the
dead NPCs only to sell stuff, well, you could ask the players why they do
this if they get paid already. On a run that nets them 50,000 nuyen, why
do they feel they need another 1,000 nuyen for some stuff they sell?
Anything obviously valuable, though, is fair to take along as far as I'm
concerned -- you'd be stupid not to take the magical-looking equipment of
a dead magician along...
