I just got MitS yesterday, so I wouldn't do it IMC yet but I think you
should feel free.

I seems to imply that only the symbols and rituals are different SO,
foci and fetishes shouldn't be any harder to get a hold of. For
libraries I'd increase both the availability (TN and time) and street
index. If he has the proper contact he might be able to get around
this, but don't go easy on him, an extra die is great. Also, though it
doesn't say this specifically, I'd say that there should also be an
increase (of the same type) applied to getting hermetic circle
materials. "To the specification" can mean with certain materials if
you want to . I would make this increase not so drastic though.

Also, when he wants to join an initiation group it may be extra hard
to find one of his school. Increase any target numbers there as well.
Also it is _very_ likely that anyone he attempts to do ritual sorcery
with will _not_ be of his school. (I'd say there are at least 6
schools of magic... maybe more so you could roll 1d6 and on a 1 he
gets lucky and is working with someone from his school... or however,
just something like that.) If he is the ritual leader though, he can
'force' the other to use his school. If working with more than one
mage (from the same school or not) use a Leadership(4) (or something)
test to see if he can get the situation under control ("Okay, quick
bickering you two, we have to do it *somebody's* way and not all of us
can be happy.") You can modify this target number based on various
things.

Also, depending on your 'flava' you may make a 'generic'
library/ritual/circle available that doesn't give an extra die to any
school, but they don't get penalties either. Or say that the 'generic'
stuff is what gives the -1; Stuff from a different school gives a -2
(or more). 'Generic' stuff may not even be available.

Is that enough?

Also, on an RP (rather than rules) note, make sure the either you or
the player (preferably the player) flesh out the school of magic he
uses. This will have an effect on everything he does: Which geas to
take, what ordeals to perform, how often to to summon spirits/cast
spells/use spell defense, what metamagics to learn, which
spirits/spells to use, etc.
