Huh? Uhm. No, actually, VR2.0 specifically states (and has an
example to that effect, IIRC) that Security Tally is a *system* rating.
Thus, if Cowboy Bob has been messing around with the system and the Tally
is at 12, when Cowboy Joe tries to log in he will find the Tally already
at 12.

Which makes sense from a sysadmin standpoint: the Security Tally is
a measure of how alert the system is that someone, somewhere, is messing
with it. Who the decker is shouldn't matter to the system.
