I believe that the numeral is the target number for a law enforcement
type to lose his bag about the item.
I your local street cop sees you with ItemX, have him roll Poilce
Procedures (?) not sure about that one as far as canon goes, but I use
it, and if he suceeds, well have him lose his bag and hassle the PC
silly.
The letter determines the punishment. Check the leagities table for
that info.
Thats the way I do it and it's working so far, YMMV
